VIF is an independent, non-partisan institution that promotes quality research and in-depth studies and is a platform for dialogue and conflict resolution.

Given its deep and abiding commitment to the deepening of democracy and to the emergence of a strong and self-reliant India, VIF has embarked upon quality research and scholarship in a host of areas in the hope that such studies will improve governance, strengthen national security, integrate India’s foreign policy to the nation’s long-term objectives and bring about much-needed functional efficiency in parliament and other representative bodies and in public institutions.

Amb (Retd) TCA Rangachari

Amb (Retd) TCA Rangachari was India's Ambassador to Algeria, France and Germany before resigning from the Indian Foreign Service in 2006. Earlier, he spent over five years in Islamabad, Pakistan, as Deputy High Commissioner. Over a 36-year long career with the Indian Foreign Service, Amb Rangachari served in a variety of posts across different continents. Starting his career in Hong Kong, he moved to Beijing in the mid-seventies. Thereafter, he was at India’s Permanent Mission to the United Nations in New York, working on several UN committees and represented India on the Governing Boards of the UNDP, UNFPA and UNICEF. He served in various capacities in the Ministries of External Affairs and Finance of the Government of India in New Delhi. Mr. Rangachari holds an MA in History from Hindu College, Delhi University.
