Passport/Emergency Certificate/ Police Clearance Certificate/Surrender (Renunciation) Certificate


1. Any change or damage in laminated pages of passport would require to apply for a fresh passport booklet.

2. If an applicant is married, he/she has to include his/her Spouse name in passport, for that Marriage Registration Certificate (which should be appostiled) is an essential requirement. Any suppression or wrong representation of facts may attract penal action.

3. For change of name in the passport, applicant has to provide original Newspaper cuttings announcing the change of name published in two leading daily newspapers (one popular daily newspaper in the area of the applicant’s present address and another at his permanent address) or name change by Gazette notification published in the Indian Union/State official Gazette especially in cases of complete name change abroad.

4. Fee paid for the passport related services is non-refundable.

5. Physical presence of applicant is mandatory.

6. After submitting the form online, take a print out of the application and s ubmit the same along with required documents and prescribed fee at the Embassy with prior appointment.

7. Timing for Consular Services

Timing for submission of application: 10:00 to 12:30 hrs (with prior appointment).

Timing for collection of services: 14:00 to 16:00 hrs. (No prior appointment required) on any working day.

General information for applicants:

Passport is issued under the Passports Act, 1967. It is an offence punishable with imprisonment or fine or both, to furnish false information or suppress information, which attracts penal and other action under relevant provisions of Section 12 of the Passports Act, 1967. Passport is a very valuable document. Hence, all holders are required to take due care that it does not get damaged, mutilated or lost. Passports should not be sent out to any country by post/ courier or by hand of anyone else other than the holder.

Loss of passport should be immediately reported to the nearest Police Station and to the Passport Office or Indian Mission, if abroad. Passport holder shall be responsible for misuse of passport, due to non-intimation of loss, to the concerned Passport Office/Indian Mission. Passport is a government property and should be surrendered when demanded in writing by any Passport Issuing Authority.

Passport facilities could be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.

Merely submission of an application, however, does not constitute a claim for issue of a passport. It remains a request/requisition for a passport, which may be rejected due to deficiency in the supporting documents, not following the prescribed procedures or any other reason.

It is advisable to hold only machine readable passports. Application can be made for issue of new passports where the current passport is handwritten. Issue of handwritten passports has been discontinued in line with orders of Government of India since 2012.

It is an offence to hold more than one valid passport at a time. Those Indian citizens acquiring citizenship/passport of another country should immediately surrender their Indian Passport to the nearest Indian Embassy/High Commission.

Original passports are to be brought at the time of collection of new passport for cancellation (except the pages containing the visa).

Re-Issuance of Passport on Expiry of Its Validity/if all pages exhausted/if passport is damaged/if passport is lost or stolen/if Surname is changed after marriage

Check-list/Documents required

i) Applicant can apply for re-issue of passport when it is expired within one and a half years of the date of expiry.

ii) Applicant has to apply online for re-issue/issue of passport at: https://portal3.passportindia.gov.in/Online/index.html

iii) Self attested copies of passport's first two and last two pages including all the pages of observation (if any), made by the Passport Issuing Authority.

iv) A copy of passport page containing valid visa/work permit/permanent residence status.

v) Two passport sized photographs (colour 40mm x 40mm with white background).

vi) Declaration stating how and where the passport got damaged (in case of damaged passport only).

vii) Declaration stating how and where the passport got lost or stolen (in case of lost or stolen passport only).

viii) Copy of Police report stating the circumstance in which passport is lost or stolen (in case of lost or stolen passport only).

ix) Self-attested copies of the spouse’s passport (in case of change of Surname after marriage).

x) Attested/appostiled copy of marriage certificate by the State Government concerned as well as by MEA, New Delhi.

xi) Original passport/documents will be returned immediately after verification. Embassy of India will not be responsible for safe custody of original documents.

xii) Any other document as specified by the Consular Officer.

Issuance of Passport to a Newly Born Child/minor

General Instructions: For issuing of passport to child born to Indian parents abroad, registration of birth of the child born abroad is mandatory under Section 4(1) of the Citizenship Act, 1955 on the MHA website: https://indiancitizenshiponline.nic.in/Home2.aspx?formcode=09 . The birth of the baby shall also be registered by the Mission/Post abroad within one year. The passport is to be issued after the registration of birth is done.

Check-list/Documents required

i) Passport for newly born child/minor can be applied online at: https://portal3.passportindia.gov.in/Online/index.html .

ii) Application form for Birth Registration of child at Embassy.

iii) Self-attested copies of the parent’s passports first two pages and last two pages.

iv) A copy of passport page containing valid visa/work permit/permanent residence status of both the parents.

v) Three passport sized photographs 40mmx40mm (colour).

vi) Translation of Birth registration Certificate issued by Russian Government department in case of newly born babies.

vii) Five-years validity passport is issued.

viii) Original passport/documents will be returned immediately after verification. We will not be responsible for safe custody of original documents.

ix) Any other document as specified by the Consular Officer.

Issuance of an Emergency Certificate (EC)

Check-list/Documents required

i) Emergency Certificate (EC) can be applied online at: https://portal3.passportindia.gov.in/Online/index.html

ii) Self attested copies of passport's first two and last two pages including all the pages of observation (if any), made by the Passport Issuing Authority.

iii) A copy of passport page containing valid visa/work permit/permanent residence status.

iv) Four passport sized photographs (colour).

v) Declaration stating how and where the Passport got lost or stolen/damaged.

vi) Copy of police report with English translation stating the circumstances in which passport is lost (in case of lost passport).

vii) A copy of valid air-ticket to return to India.

viii) Written application mentioning the reason for applying an EC.

ix) Any other document as specified by the Consular Officer.

Attention: It may be noted that issue of Emergency Certificate is intended for one way travel to India only and results in cancellation of existing passport of the holder. On arrival in India, he/she will have to contact the concerned Passport Issuing Authority in India for issue of new passport.

Surrender (Renunciation) Certificate

Renunciation of Indian Citizenship and Surrender of Indian Passport:

It is mandatory for all persons of Indian origin, who had ever held an Indian passport, to renounce their Indian citizenship and surrender their Indian Passport upon acquiring any foreign nationality. This is a prerequisite to obtain Visas or OCI cards. Therefore, all People of Indian Origin in Russia who have acquired foreign nationality are invited to see the following relevant extracts of the Indian Passport Act 1967:

“The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian passport/acquiring Indian passport/travelling on Indian passport after acquisition of foreign citizenship constitutes an offence under the Indian Passport Act, 1967, and attracts penalties. The Government of India has prescribed imposition of penalty on a graded scale, depending on number of trips made on Indian passport after acquiring foreign nationality, for the violation of Passport Rules and retention of Indian Passport for more than 3 years after acquiring of foreign nationality.”

Indian passport holders are required to surrender their passports to the nearest Indian Mission immediately after acquisition of foreign nationality. Persons of Indian Origin who have already acquired foreign citizenship until 31.05.2010 will not be required to pay renunciation fees. He/she will be required to pay Miscellaneous fee when getting the old Indian passport cancelled or surrendered. Those Indian citizens who acquire foreign citizenship on or after 01.06.2010 will have to submit declaration of renunciation of their Indian citizenship and requisite renunciation fee.

ii) Self attested copies of all the pages of the last passport (from cover to cover).

iii) Copies of Russian Domestic and International passports (eligible pages). If holding nationality of other country than Russia, a copy of passport page containing valid visa/work permit/permanent residence status.

iv) Two passport sized photographs (colour 40mm x 40mm with white background).

v) Both parents should sign the passport application Form in case of Minor.

vi) Form XXII – Declaration of Renunciation of Citizenship

vii) Copy of the Naturalization Certificate with date of Acquisition of Citizenship.

viii) One witness, who must be an Indian passport holder.

ix) Original passport/documents will be returned immediately after verification. Embassy of India will not be responsible for safe custody of original documents.

x) Any other document as specified by the Consular Officer.

Issuance of Police Clearance Certificate (PCC)

Check-list/Documents required

i) Applicant has to apply online for PCC at: https://portal3.passportindia.gov.in/Online/index.html

ii) Self attested copies of passport's first two and last two pages including all the pages of observation (if any), made by the Passport Issuing Authority.

iii) A copy of passport page containing valid visa/work permit/permanent residence status.

iv) Two passport sized photographs (colour 40mm x 40mm with white background).

v) Any other document as specified by the Consular Officer.

vi) Original passport/documents will be returned immediately after verification. Embassy of India will not be responsible for safe custody of original documents..

vii) PCC will be issued only after clearance from the concerned Police authorities in India.
